The position has responsibility for managing the business approaches to the identification of evolving organizational learning and development needs stemming from the Clerks’ directions and priorities, major business transformation plans, evolving technology initiatives and competency/skills development requirements, as well as in support of individual developmental plans. The incumbent is responsible for developing strategies and plans in support of greater use of technology-based learning solutions, as well as leading the research and assessment of new tools and products. He/she is responsible for managing the corporate learning offer, for ensuring optimal cost-effectiveness and return in investment in the delivery of all learning/training events, as well as for managing the cost-recovery of training costs among all participants.</p></div><div class="PostingPrerequisitesSection"><span class="PostingPrerequisitesSectionTitle">Education</span><ul><li>University degree from a recognized institution in human resources management or a related field.</li></ul></div><div class="PostingPrerequisitesSection"><span class="PostingPrerequisitesSectionTitle">Experience</span><ul><li>Experience in the management of strategic and operational delivery of learning/training programs and services;</li><li>Experience in the planning and management of facilitation services;</li><li>Experience in developing strategic plans, business cases, cost estimates;</li><li>Experience in managing consultations and leading training needs analysis;</li><li>Experience in providing expertise to the conceptual design and development of learning content, methodology and training evaluation frameworks;</li><li>Experience in providing expert advice regarding organizational and individual learning needs and plans;</li><li>Experience in conducting research, evaluating and recommending new learning concepts and technologies;</li><li>Experience in managing human, financial and materiel resources, as well as managing contractual service agreements.</li></ul></div><div class="PostingPrerequisitesSection"><span class="PostingPrerequisitesSectionTitle">Asset</span><ul><li>Member of the CRHA or HRPA.</li></ul></div><div class="PostingCompetencies"><p>Selected candidates will be evaluated against the Human Resources Services Competency Profile - Managers.</p></div> The purpose of this recruitment and selection process is to staff (1) position on an indeterminate basis and to establish a list of potential candidates.
