In addition, you are responsible for managing business relationships with the assigned clients and developing a strategic partnership that facilitates and supports sound financial management decision-making in achieving key business interests and priorities while promoting a corporate perspective to the stewardship of resources. You are expected to play a key role as senior financial strategist to the client group in advancing and supporting evolving business requirements and financial resources, and developing effective funding strategies to address financial challenges and pressures. As a senior specialist, you provide mentoring and coaching to junior financial advisors, and make recommendations to the Deputy Director in regard to new policy and process requirements.</p><p>The ideal person:<br />As the ideal person, you possess strong business relationship management skills to consult and provide strategic and practical financial advice to support key players within the House of Commons Administration, Members of Parliament, House Officers and their staff. You have strong analytical skills and you are dedicated to establishing and maintaining harmonious and collaborative relations with colleagues and other stakeholders in order to effectively deliver guidance and services in an environment that requires diplomacy and tact. You are able to bring creative and tangible solutions to solve challenging situations. We strive to make our organization a place where everyone feels they belong.<br />If you require accommodation during the application or assessment process, please contact hr.rh@parl.gc.ca for additional support.</p></div><div class="PostingPrerequisitesSection"><span class="PostingPrerequisitesSectionTitle">Education</span><ul><li>Successful completion of a bachelor’s degree with specialization in accounting, finance, business administration, or commerce and possession of a Chartered Professional Accountant (CPA) designation OR an acceptable combination of education, training and extensive relevant experience in financial management in the public sector.</li></ul></div><div class="PostingPrerequisitesSection"><span class="PostingPrerequisitesSectionTitle">Experience</span><ul><li>Significant* experience in at least two (2) of the following areas: Financial Planning and Advisory Services, Costing, Resource Management or Financial Reporting, Accounting, Corporate Accounting, Budgeting and Forecasting, Development and interpretation of financial policies and procedures, Financial (accounting) Systems, Financial statements preparation.</li><li>Significant* experience in the provision of advice, guidance and interpretation on financial management issues to senior management**;</li><li>Significant* experience in the preparation of briefing materials, financial reports and in the analysis and interpretation of financial results;</li><li>Experience using an Integrated Financial System (i.e. SAP, Oracle, Business World) to extract and interpret financial information;</li><li>Experience in providing coaching and guidance to junior financial officers.</li></ul></div><div class="PostingPrerequisitesSection"><span class="PostingPrerequisitesSectionTitle">Asset</span><ul><li>Experience using Microsoft Excel to perform advanced formulas, manipulate large data sets, and create financial analyses and reports;</li><li>Experience in assisting clients in the costing of projects or services.</li></ul></div><div class="PostingCompetencies"><p>Candidates will be evaluated against House of Commons Administration Competency Framework – Professional/Advisory</p></div> The purpose of this recruitment and selection process is to staff the position of Senior Financial Management Advisor on an indeterminate basis and to create a pool of potential candidates that may be considered to staff future vacancies for this position or for other similar and/or related positions on an indeterminate and/or determinate basis. Consideration may be given to candidates with other linguistic profiles.<div class="PostingEssentialInformation"><ul><li>&quot;Significant*&quot; experience will be evaluated based on the depth and breadth of the experience associated with having performed a broad range of various and complex related activities at the advisory level (ADG-C or FI-02 equivalent) over a minimum period of two (2) years.</li><li>’’Senior Management**’’ is defined as a manager occupying a position at the EX-01 group and level, equivalent or above. </li><li>**Effective November 22, 2021, all individuals entering the Parliamentary Precinct are required to be fully vaccinated against COVID 19, unless accommodated based on a medical contraindication. Individuals are considered to be fully vaccinated against COVID-19 fourteen (14) days after they have received the recommended doses of one vaccine or combination of vaccines approved by Health Canada.</li><li>**As part of the application process, candidates will be asked to identify their vaccination status.
